The first reason is that the water heater has attempted to ignite and failed while the second reason is that the eco has become an open circuit.

You can check the continuity with your vom by first removing one of the wires on the eco.
Keep in mind that the flame should be quiet and blue.
For poor pilot flame you would need to replace the orifice.
The eco switch is wired between the control board and the gas valve and is on the side of the water heater tank beside the thermostat.
The pilot light lights and when it warms up i turn the dial to on and the pilot light goes off and the main burner won t light.
Check the gas pressure if it s low set your inlet pressure at at least 11 w c.

Attach the alligator clamp end to ground and probe with the sharp tip end to find 12 volts making the light glow turn the unit on look at the diagram lenp posted and see if the light glows on both sides of the thermal if on input but not out its blown open and bad then on both sides of the t stat located under the black plastic foam it should be closed until water is hot then if power is on and there s 12 volts to and through the thermal then to and through the t.
